Notice of Public Information Meeting
The Department of Transportation (Department) will conduct a Public Information Meeting concerning the proposed replacement of Bridge No. 05417, Route 109 over Nylbs Brook, on Wednesday, October 9, 2019 at the Morris Town Hall, 3 East Street, Morris, Connecticut. An open forum for individual discussion with Department officials will begin at 6:00 p.m. on the evening of the meeting.
The purpose of the project is to address the severe corrosion of the single barrel corrugated structural plate steel pipe-arch. The project was initiated to replace the existing structure in its entirety. The preliminary proposed structure is a 10 ft. x 8 ft. precast concrete, 4-sided box culvert buried 1.5 ft. in natural streambed material. The design will utilize Accelerated Bridge Construction methods which entails all of the bridge components, including wingwalls and footings, prefabricated and installed during a short duration road closure. In order to allow for installation of the new structure, traffic is anticipated to be detoured for a period of no more than 14 consecutive days in the summer of 2022.
Also included in this project will be the replacement of a 24 in. HDPE pipe located approximately 425 feet east of the bridge. At the location of the pipe, the roadway is frequently overtopped by any storm exceeding the 1-year storm event. The existing 24 in. HDPE pipe will be replaced with a 5 ft. x 2 ft. precast concrete box culvert in the same location and alignment.
There are right-of-way impacts associated with the proposed improvements, but they are expected to be limited to temporary construction easements.
Construction is anticipated to begin in fall 2021 based on the availability of funding. The estimated construction cost for this project is approximately $1 million. This project is anticipated to be undertaken with 80 percent Federal Funds and 20 percent State funds.
The Public Information Meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.

Plans of the proposed project will be on display for public review. Department personnel will be available during the meeting to discuss this project.
